Before coming to serve as the Executive Director of the Pennsylvania Association of Nonprofit Organzations (PANO) he was a consultant for Organizational Effectiveness Group in Princeton, NJ and Campaign Associates in King of Prussia, PA. He also served as the Executive Director of the Keystone State Head Injury Foundation, various executive positions with the YMCA and a consultant/researcher for the YMCA of the USA in Valley Forge, PA. Joe was a secondary education social studies teacher prior to entering the nonprofit field. He became the executive director at PANO in January 1995.</span><br />

Ray LeBov began his career in Sacramento in 1975 as counsel to the legislature&#8217;s Joint Committee on the Structure of the Judiciary.  He served in various legislative staff positions for 17 years, most notably as counsel to the Assembly Committee on Judiciary from 1979 until 1991.</p>
<p>Mr. LeBov joined the staff of the Judicial Council of California in 1991 and served as Director of the Council&#8217;s Office of Governmental Affairs from 1992 until his retirement from state service in 2004.  As Director, Mr. Lebov led the state judicial branch&#8217;s successful efforts to enact myriad landmark legislation including the Trial Court Funding Act and the trial court unification constitutional amendment among many others.</p>
<p>After leaving state service, he founded Ray LeBov and Associates lobbying and consulting firm which has represented clients such as California Appellate Defense Counsel and the Federal Prison Health Care Receiver.  In addition, Mr Lebov authored the &#8220;Lobbying 101&#8243; column for Capitol Weekly newspaper and conducts &#8220;Lobbying 101&#8243; and &#8220;Lobbying 201&#8243; seminars on a regular basis.</p>
<p>Mr LeBov received his B.A. degree from Yale University and his J.D. from the University of Southern California.<br />
